U.S. Customs and Trade Law
Roy Delbyck represent U.S. and Asian firms involved in the importation of mechandise into the United States and other export markets He advises on a wide range of customs and trade and commercial matters. He is a member of the California Bar.
Mr. Delybck received his undergraduate degree from Connecticut College (USA), where he majored in Madarin Chinese and graduate cum laude. Prior to entering the law, Mr. Delbyck worked as an Office Manager and Quality Control manager in the Hong Kong and Taiwan buying offices of Bobbie Brooks, Inc., a U.S. apparel importer. He received his law degree from the University of California Davis, where he was Managing Editor of the U.C. Davis Law Review. Prior to establishing his firm in 1993, Mr. Delbyck was a partner in the Hong Kong office of Baker & McKenzie.
Mr. Delbyck has served as a Governor and a Vice President of the American Chamber of Commerce in Hong Kong, and as the spokesman for the Chamber on U.S. customs issues. He has written on legal matters for various publications including ATTN:, a publication of the United States Association of Importers of Textile and Apparel (USA-ITA), Hong Kong Lawyer, a publication of the Hong Kong Law Society, and most recently for international apparel industry publications Inside Fashion and Fashion Technology Magazine.
Mr. Delbyck frequently lectures on legal issues related to the import and export of merchandise. He has addressed group and companies throughout the United States and Asia, including the PRC Ministry of Commerce, Shanghai Mart, Hong Kong Trade and Industry Department, Hong Kong Society of Accountants, Hong Kong Trade Development Council, American Chamber of Commerce in Hong Kong, Hong Kong General Chamber of Commerce, Hong Kong Shippers Council, Hong Kong and Shangai Bank Corporation, Citibank, Hang Seng Bank, Bank of American, The California Fashion Association, and Fashion Business, Inc. He has recently been selected as a featured lecturer for Inside Fashion's Continuing Education series. Mr. Delbyck has served as an Honorary Lecture in the Department of Law of the University of Hong Kong where he taught a class on customs and trade aspects of international business transactions.
